Centre may end stock limit exemption for dal exporters -Dipak Kumar Dash

NEW DELHI: The government proposes to end exemptions on stock limits of pulses for exporters, food processors and large retailers with multiple outlets, which is being seen as a desperate attempt to deal with the spiraling prices.

Sources said it was discussed at a meeting chaired by the cabinet secretary on Friday in the presence of officials of other departments. The cabinet secretariat has asked the consumer affairs ministry to move a proposal to do away with the exemptions.

In its September 28 order on extending the stock limit of pulses, oilseeds and edible oil till next September, the consumer affairs ministry had exempted three categories of players -- exporters having import-export code issued by the directorate general of foreign trade; licensed food processors which use pulses as a raw material; and retailers with multiple outlets and large departmental stores were the ntal retailers.

TOI has learnt that a section in the government feels that some chunk of the pulses available within the country may have been stored by such players. However, the proposal to put any restriction on the certified exporters may not send the right signal considering the fact that they may have signed contract with others to export the key kitchen item and cannot be faulted because of the spike in pulse prices.

Government officials said the new measures are being planned considering the shortage of pulses, particularly arhar, in the international market. "We need to address the problem for a month till the domestic produce is available in the market. So, there is need to ensure that no domestic player is sitting on the stockpile," said an official.

In fact, government data show import of arhar was 1.26 million tonnes during 2014-15 against 3.17 million tonnes during the previous year. The difference was less in the case of moong and urad. Government expects the production of pulses would increase to 18.32 million tonnes during 2015-16 in comparison to 17.38 million tonnes during 1014-15. The likely import of arhar is pegged at 1.3 lakh tones during 2015-16.
