Crop loan recovery rates see sharp decline in Maharashtra -Abhiram Ghadyalpatil

Would you bother to repay a loan if it was going to be written off anyway? Probably not.

There’s no farm loan waiver in Maharashtra yet, but farmers are already refusing to repay loans as they expect a waiver in the works, officials in the state’s co-operative banking sector said.

Recovery of crop loans by Maharashtra’s district central cooperative banks (DCCBs) by March end 2017 was “much worse than that in March 2016”, said M.L. Sukhdeve, chairman of Maharashtra State Co-operative Bank (MSC Bank), the apex bank of the state’s 31 DCCBs.

The crop loan waiver announced by the Bharatiya Janata Party (BJP) government in Uttar Pradesh sparked a loud demand for a similar waiver in Maharashtra, another BJP-ruled state which has seen acute farm distress over the years. Chief minister Devendra Fadnavis, who has fended off the demand for long, has now agreed to study the UP model, raising hopes in the farming community.

“The MSC Bank is awaiting the recovery figures for March end from all DCCBs, but till February end, the recovery clearly showed a drop of nearly 30 percentage points as compared to 2015-16. DCCBs had recovered only 8% of their crop credit by February end as against 37% by February end 2016. We are getting reports from DCCBs that farmers are anticipating a loan waiver and hence refusing to pay. It is a human tendency,” Sukhdeve said.

The development appears to reflect the concerns of State Bank of India chairman Arundhati Bhattacharya and Reserve Bank of India governor Urjit Patel who have warned that loan waivers damage credit discipline.

Officials at DCCBs said farmers are exploiting “uncertainty and the lack of clarity” over a loan waiver to refuse repayment of crop loans and short-term loans. Recoveries have suffered particularly in the sugarcane-growing districts in western Maharashtra and Marathwada, where farms are irrigated and repayment capacity is higher.

Maharashtra is India’s largest sugar producer, contributing nearly 37% to the national output. The state saw a poor sugarcane harvest in 2016-17, producing only 5 million tonnes against 8.5 million in 2015-16. DCCBs say low sugar yield has also affected debt recovery.
