Drought hits Gujarat every 3 years: Report -Himanshu Kaushik

AHMEDABAD: Gujarat is prone to drought once in three years while states like Rajasthan, Haryana, Andhra Pradesh and Karnataka tend to have two years of drought in a period of five years. This is one of the conclusions of the central government's report, 'Drought, Crisis Management Plan-2015' which also says that around 16% of the country and 68% of the sowing area nationally is drought prone.

In the states mentioned above, droughts are caused mainly because of the failure of the South-West monsoon which is responsible for 75% of the rainfall in the country, the report says. (The South-West monsoon is active in the country from June to September.)

"Areas affected by drought need to wait till the next monsoon as 75% of the annual rainfall in the country is received during the South-West monsoon season," says the report.

It further states that early indicators of drought are the delay in onset of monsoon coupled with long break in rainfall. Insufficient rainfall in July is a major indicator of the possibility of drought.

For regions like Gujarat, central Maharashtra, Marathwada and north Interior Karnataka, the month of March-April are crucial as it is during this period that acute scarcity of drinking water begins. This indicates the possibility of drought, says the report.

A senior official in the Gujarat government said that an analysis of rainfall data from 2010 indicates that the state had inadequate rain in 2012 and 2015.

Gujarat's agriculture minister Babu Bokhiria admitted that there was drought in pockets but the entire state was not affected. In 2014, though rainfall was 95.68% of the annual average of 797 mm, areas of Kutch and part of north Gujarat had faced scarcity.

"This year parts of Saurashtra, South Gujarat and Central Gujarat have received inadequate rainfall and facing a drought. This is because the state gets rain only during monsoon," Bokhiria said.

The central government's report also recommends that there should be a drought monitoring cell for the states under the disaster management authority. A crisis management group should also be set up in the states and even in the districts. At the state level, a senior officer in charge of relief should head the group while it should be headed by the collector in the districts, the report states.

It further says that the states will have to notify nodal officers along with their phone numbers.
