New Delhi: Six of the 30 MPs on the joint parliamentary committee examining the land acquisition bill appear undecided, with the BJP hoping to woo them and gain a majority on the panel.

The score is now tied 12-12, which means the government needs the support of at least four of the six remaining members, who have so far kept their cards close to their chest.

These half-dozen are from the AIADMK, Biju Janata Dal, Telangana Rashtra Samiti, Telugu Desam Party, YSR Congress and the Shiv Sena.

By July 28, seven days after the monsoon session begins, the joint committee must hand its report to Parliament, which will reconsider the bill which had passed in the Lok Sabha last session but stalled in the Opposition-dominated Rajya Sabha.

Such panel reports usually reflect the majority opinion on the panel while the dissenters, if any, are allowed to register their objections.

A favourable report, however, can only give the government a psychological boost and perhaps a moral victory of sorts - it will still need to do the hard work of breaching the Opposition ranks.

Contacted by The Telegraph, the six MPs under the spotlight remained guarded.

Telangana Rashtra Samiti member Vinod Kumar Boianapalli said he had discussed the matter with party chief K. Chandrasekhar Rao two days ago, and that the party would decide "in due course".

R.K. Bharathi Mohan of the AIADMK too said his party would decide "at the appropriate time".

Shiv Sena member Anandrao Adsul disconnected the call when asked about his party's views on the bill.

Biju Janata Dal member Bhartruhari Mahtab and Desam MP Murali Mohan Maganti did not respond to calls to their cellphones while YSR Congress member Vara Prasadarao Valegapalli could not be reached.

The bill looks to tweak the UPA-steered 2013 land law, waiving the requirements for landowner consent and a social impact study in the case of certain kinds of projects on the ground of facilitating development.

It also dilutes the five-year deadline after which the existing law requires any acquired but unused land to be returned.

Most of the Opposition has hung an "anti-farmer" label on the bill, which is meant to replace an ordinance that has been renewed twice.

Sources said the 12 panel members hostile to the bill include five from the Congress, two from the Trinamul Congress and one each from the CPM, Janata Dal United, Nationalist Congress party, Bahujan Samaj Party and the Samajwadi Party.

The BJP has 11 members on the panel and expects support also from the lone Lok Janshakti Party member.

Sources have said that most of the organisations and individuals that deposed before the panel or wrote to it have opposed the bill, mainly because of the dilution of the provisions on consent, social impact assessment and the land return deadline.

Even many Rashtriya Swayamsevak Sangh affiliates like the Bharatiya Mazdoor Sangh, Akhil Bharatiya Vanvasi Kalyan Ashram and the Swadeshi Jagaran Manch have opposed some of the proposed amendments. Sangh farmer arm Bharatiya Kisan Sangh, though, recently signalled a possible softening of its stance against the bill.

Some of the Sangh's frontal organisations have stressed that acquisition of farmland and forestland should be avoided and that the government should not acquire land for private industries.

The bill allows the acquisition of farmland for public-private partnership (PPP) projects and industrial corridors.

Source said the panel met today but did not have much discussion. It will hear officials of the department of land resources on July 16.

"After hearing the government officials, I will again discuss the matter with our party and take a stand," Boianapalli said.
