Food for aanganwadis: HC asks details of schemes in Gujarat

The Gujarat High Court has ordered the state government to submit the details of schemes, if any, to identify Self-Help Groups (SHGs) and Mahila Mandals that can buy grains and prepare food for children and pregnant mothers attending the 48,000 aanganwadi centres in the state.

The order follows a suo-motu petition that questioned the implementation of several Central schemes for the poor, including why the state government had roped in a private contractor to supply premixed packaged food for the Integrated Child Development Scheme (ICDS).

The High Court had directed an NGO, Anandi, which was assisted by advocate Amit Panchal, amicus curiae for the petitioner, to submit an affidavit detailing the various problems with the implementation of the schemes.

In 2004 and 2006, the Supreme Court had ordered that the state governments should not employ contractors to supply food to ICDS. Rather they should leave the buying and preparation to groups of local women, as locally available materials will be used, and the women will also be able to emulate the same at home.

Earlier this year, the Woman and Child Development department had floated a global e-tender and awarded a Rs 500-crore contract to a Noida-based company, Suruchi Foods, to supply these premixes to ICDS.

The Public Health Laboratory at V S Hospital in Ahmedabad had in August tested two packages that were part of these premixes. They were found unsuitable for direct consumption as they contained percentages of ash insoluble in Hydrochloric acid.

In their order, Chief Justice S J Mukhopadhaya and Justice Akil Kureishi said that furnishing details of the scheme which identifies these SHGs and Mahila Mandals was necessary before the contractor is banned.

“It is not clear as to whether any scheme has been framed by the state for identification of SHGs or Mahila Mandals for each village or for a group of villages. If the court is prohibiting contractors from supplying nutrients to children under ICDS, suitable alternative arrangement shall have to be made before passing such order,” the HC said.
