NEW DELHI: The government is giving a fresh push to its flagship rural employment scheme ahead of the general elections, providing additional funds to Uttar Pradesh, Bihar, Jharkhand and Odisha.

To begin with, the rural development ministry will pump in 200 crore each year, a senior official told ET, adding that these states have been chosen because half of their population is below poverty line and they have not been able to utilise even 30% of the funds under Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) due to procedural technicalities.

The fresh support will be over and above 6% of administrative support that is uniformly distributed across states and will be focused on pockets where the population of landless agriculture labourers, scheduled castes, scheduled tribes and other vulnerable groups is very high.

"The additional funds will be used to build capacities in the required area of expertise following a cluster approach. At least three cluster facilitation teams, with experts on community mobilisation, soil and moisture conservation, agriculture and allied activities, and MIS and ICT, will be set up in each identified block in these states," said the official, who did not wish to be named.

The cluster facilitation teams will work in tandem with gram panchayats in raising awareness among potential job seekers about their entitlements and procedures under the scheme. This will be in addition to surveying, planning, designing and costing of works; facilitating smooth implementation of plans; monitoring implementation of the scheme and keeping track of payments and accounts.

The total allocation for MGNREGA in the current fiscal is 33,000 crore, of which nearly 2,000 crore is the administrative expense. The mandate of the Act, which was notified in 2005, is to provide at least 100 days of guaranteed wage employment in a financial year to every rural household whose adult members volunteer to do unskilled manual work.
