Govt botched up NREGA: CAG

Bhubaneswar: The state government lost its direction on execution of the biggest rural employment generation scheme–Mahatma Gandhi National Rural Employment Guarantee Act (NREGA). This was indicated in a Comptroller and Auditor General of India (CAG) report on local bodies for the year ended March 2017.

Briefing media about the findings of the audit report, Accountant General of Orissa Madhumita Basu said, “The per annum average income of the households (HHs) in all 30 districts ranged from Rs. 671 to Rs.1,630. This was against the target of Rs.12,600 to Rs.17,400 for a minimum of 100 days in a financial year. At this wage, MGNREGA had hardly impacted the goal of sustainable development in poverty alleviation.”

She said door to door surveys were not conducted to ensure 100 per cent inclusion of eligible households. During 2012-17, out of 83.22 lakh HHs, 63.98 lakh (77 per cent) were registered under the scheme. Of the registered households, 26 to 37 per cent demanded work while 23 to 32 per cent got it, the AG said.

Only two to nine per cent of HHs availed 100 days’ employment. Low employment generation occurred due to various reasons including delay and non-issue of job cards, non-opening of bank accounts, non-provision of relaxed work norms for vulnerable groups, delay in payment of wages, rejection of fund transfer order by the banks, payment of wages at lower rates and non-payment of compensation for delayed release of wages.
