It's been a tale of misses for the state government on all counts as far as curbing corruption in MGNREGA is concerned.

For, despite having conducted at least 35 special audit at various work sites in the state, there seems to be little action initiated by it as far as recovery of money, action against the culprits and in some cases even executing its plans are concerned.

According to Shankar Singh of Mazdoor Kisan Shakti Sangathan (MKSS), "The government in these 35 audits detected anomalies worth Rs 6,20,66,826 but so far it has been able to recover only Rs 1,04,98,321. The remaining Rs 5,15,68,506 is yet to be recovered."

It has been nearly a year-and-a-half since the audits begun.

In at least four places, the state had proposed lodging FIRs against culprits but no action was initiated. These are Sapotara in Karauli, Banjari in Baran, Sadhuna in Bikaner and Daban Jhalar in Ganganagar. "There are 25 sarpanches whom the state government had proposed to declare as unfit but even that has been kept pending," Singh added.

Such has been the influence of political persons that the government's plan to initiate an audit into the NREGA accounts of Kathori gram panchayat in Jaisalmer, after detecting huge expenses towards the purchase of materials, was stayed after a letter from the MLA Saleh Mohammed, Singh alleged. It is in the purchase of materials that most anomalies take place.

Not just this, a special team that had been constituted by the government for checking anomalies at Piprali panchayat samity in Sikar on February 1, 2011, after complaints from one Santosh Munda, was not sent there.

Not much different is the tale of Pratapgarh panchayat in Pali district where the audit was done in 2009 but till date no action has been initiated by the collector.

"Most of the audits done by these teams were just an act of covering up the anomalies. The government was never serious in taking action against the culprits. Even this year, the attitude of the government has been apathetical. Out of the 33 districts, special audits have been conducted only in seven districts till now since November 2010. How does the government propose to finish the rest of the tests in the next three months?" asked Singh.
