Govt scraps Planning Commission's poverty formula

The Centre on Thursday junked the Planning Commission's poverty definition with PM Manmohan Singh saying that there was a need to devise another method.

"We need a multi-layered approach to assess poverty estimates. The Tendulkar Committee estimates have been followed for 30 years but not an inclusive estimate. It (Tendulkar report) is not satisfactory," Singh said on the sidelines of the Padma Awards function.

A new team will devise the methodology. The panel had suggested that those spending over Rs 28.65 a day are not poor.

The Planning Commission had estimated that poverty declined by 7.4 percentage points to 29.8% based on a formulation that suggested those spending over Rs 28.65 a day in cities and Rs 22.42 in rural areas are not poor. The estimates had generated public outrage given that it is impossible to survive at these income levels.

The statement from Singh will come as a major embarrassment for Planning Commission deputy chairman Montek Singh Ahluwalia, the Prime Minister's close aide since his days in the finance ministry and even his purported choice for North Block. Earlier this week, Ahluwalia had said that poverty had declined between 2004-05 and 2009-10, irrespective of the measure used.

Earlier in the day, the government also said that it will change its earlier plan and indicated that it will decouple entitlements from the poverty line. This means that benefits to the poor given under social sector schemes will be linked with new poverty estimates.

"Some of the entitlements (under the government schemes) will need to flow from the poverty estimates unless we have made conscious exception like in the case of the Food Security Bill," minister of state for planning Ashwani Kumar said, announcing setting up of new expert group to revisit the Suresh Tendulkar committee's methodology for estimating poverty in a manner which is consistent with the current reality.
