Govt wants RTE to extend till class 10-Ashwini Ramesh

The central government is contemplating extending the Right to Education (RTE) till class 10. Presently, the Right of Children to Free and Compulsory Education Act covers up to class 8: Children up to the age of 14 years are eligible to get free and compulsory education till class 8 in any school.

The Centre now wants to extend free education for two more years.

The pros and cons of such a move was discussed at a meeting of officials of Union ministry of human resource development (MHRD) and principal secretaries (education) of all states in Delhi last week, sources in the MHRD said.

However, a formal proposition or draft is yet to be prepared and none of the states presented any plan for it, the sources added. “The discussion took place taking into consideration the financial implications in terms of infrastructure, human resources and quality of education, if the reach of the RTE is extended up to class 10,” the MHRD officials said.

“They also discussed whether the views of private schools on giving admission to students belong to the economical weaker sections (EWS) till class 10 should be taken into consideration. This is because at present private schools in several states are reluctant to give admission to EWS students,” the officials added.

However, state principal secretary (education) Hasmukh Adhia claimed he is unaware of any such move. “I do not know if the Centre is planning any such proposal,” he said.

In June 2011, a meeting of Central Advisory Board of Education (CABE) with education ministers of all states discussed the issue of extending RTE till class 10. Now, more than a year later, the issue was put forward in the meeting of principal secretaries (education) of all states.
