It is not just 21 cartoons that have been deemed “inappropriate” for NCERT textbooks. The Thorat Committee has frowned on much more, disapproving of “ too many cartoons of Mrs Indira Gandhi” in the Class XII textbooks, and objecting to some Amul advertisements.

Set up in May following MPs’ objections to political cartoons in textbooks, the six-member committee headed by ICSSR chairman S K Thorat vetted six textbooks that included 173 cartoons and a number of photographs for ‘inappropriate material’. Changes to four of those books have been recommended in the panel’s report, accessed by The Indian Express.

As reported by this newspaper, the committee last week recommended that 21 cartoon be deleted and 22 other cartoon captions/notes be modified or replaced. It has also made over 30 suggestions for modifications to be made in the texts next year.

Among its recommendations for a comprehensive review of NCERT textbooks, one is that the word “Dalit” should be replaced with “SC”, and “apartheid” with “untouchability” or “caste discrimination”. It has also said more space must be given to Ambedkar’s role and thoughts.

On the Class XII book Politics in India Since Independence, the committee recommends that the “too many” cartoons on Indira Gandhi should be reviewed, and questions whether the generously used Amul advertisements are “really pedagogic material”. It recommends that Class XII’s Contemporary World Politics should be revised every five years to factor in new developments. It has also suggested a rearrangement of the order of precedence of political leaders in a chapter in a Class IX book. And on the Class XI book Indian Constitution at Work, it says, “The textbook should be concluded with positive aspects and limitation about the philosophy of Constitution.”

It concedes NCERT books are “well conceived” but adds “in a society as vast and as diverse as India is, there can always be room for different understanding of the text and interpretation of visuals, and especially cartoons could be viewed differently by different segments of society”.

The report notes “no specific guidelines were laid down for the use of visuals including cartoons” and that while NCERT chief advisers attributed great significance to cartoons in teaching, they did not mention the need for “precautions in the selection and use of the cartoons”. It has called for careful selection and guarding against overuse.

It has suggested “pre-testing of texts and visuals” in different settings “such as rural-urban and various types of schools, discussion with... minorities, involvement of teachers and faculty from different social and religious background in textbook development, periodic updating, improving and redressing objections in an appropriate academic manner”.

The committee noted that while cartoons are meant to provide visual relief and to improve teaching and learning, sensitivity with respect to various groups, too, has been taken into account.
