The present Covid -19 crisis has brought to the fore the importance of MGNREGA in providing employment to rural workers as well as to those urban workers who due to lack of employment opportunities in urban areas were forced to migrate back to their villages. The Central Government is planning to launch an urban employment guarantee (UEG) programme at the national level, as reported in Business Standard (Report dated 24th July 2020 titled “Covid-19 impact: Govt plans job scheme for urban poor and migrants”).

The Peoples’ Action for Employment Guarantee consisting of senior activists such as Aruna Roy, Annie Raja, Nikhil Dey, and Jayati Ghosh who were involved with the advocacy for the passage of the National Rural Employment Guarantee and remain engaged with building a public oversight campaign of its its implementation welcome the initiative and have written a letter to the Ministry of Housing and Urban Affairs with their suggestions.

The recommendations include - The right to 100 days of employment for each individual worker, not per household; one-third of the workers under the programme being women; and equal wages to men and women that are aligned to the State Minimum Wage; expanded list of permissible works to provide employment to urban workers with varied education levels and skill sets; empowering Urban Local Bodies to be the main implementing agencies of the programme; enforcing progressive provisions under MGNREGA such as mandatory disclosure of information in the public domain, time bound, independent and decentralized grievance redress and social audits, payment of unemployment benefit and compensation for delay in wage payments, insurance to workers injured at the worksite, providing minimum worksite facilities etc.
