Jharkhand to share ideas with nation about MGNREGA facelift -Santosh Narayan

Ranchi: Tuesday would be a proud moment for Jharkhand when officials of the State would share the mechanism, which is said to have helped in implementing the world’s largest pro-poor scheme — Mahatma Gandhi Rural Employment Guarantee Act (MGNREGA) — successfully.

The State has been selected alongwith two others to showcase its success in arresting the menace of delayed payment, often blamed for suffocating the rural job scheme.

The moment came since the State has managed to bring the delay in payment down to 20 per cent from 32 percent during this financial year and toiling hard to narrow the gap even further.

“Jharkhand has got third position in terms of least number of delayed payments of MGNREGA workers in the country. Presently only 20 per cent payments are due for more than 15 days time fixed in the law. Due to the commendable achievement, the Central Government has provided an opportunity to the State and two others to give a detailed presentation at Vigyan Bhawan before the performance review committee on February 2 so that we can share how the things have been made to change here,” Siddharth Tripathi, State’s MGNREGA Commissioner informed The Pioneer over phone from Delhi.

Tripathi added that on the occasion when MGNREGA completes a decade of its action, the State would be sharing its ideas and steps it has taken in lowering the delay, efforts in enabling the scheme to take-off and administrative fine-tuning having taken place in the process before the committee.

“We have taken strides and hope that within one month time 96 per cent of the payments would be deposited into beneficiaries’ accounts,” he said and added that newly initiated exercise of plan making at local level—Yojya Banao Abhiyan—would also be showcased on the occasion.

Highlighting some of the measures taken, Rural Development Department Secretary NN Sinha stressed over monitoring part the most. The office holds meetings with banks and post offices every Monday and with poor performing districts and blocks everyday. Besides, the Government’s decision to grant powers to the BDO of approving schemes up to Rs 10 lakh and empower DDCs to hold meeting of district planning committees are said to be the game changers.

The positives have been claimed notwithstanding the dissatisfaction of social activists who have been closely associated with the rural job scheme. “Though we see some sincerity under this regime, still the scenario is quite gloomy for MGNREGA workers. Government’s figures say that payment against 7260213 person days mounting around Rs 7340233 is pending in the State.

The Cabinet has made a provision for fine for delayed payment but the message has not been trickled down the line. Workers are getting nearly 43 days of work in a year on an average while mechanisms for monitoring and grievance redressal are insufficient,” said Balram, a social activist who as an Advisor of the Supreme Court on these matters has this month only reported about some cases to it.

While the MGNREGA Commissioner admitted to the glitches, he also furnished plans to nullify those. “I myself am not satisfied with the NREGA Lokpal appointed. They are insufficient and incompetent. I am on the job and within one month a well thought-out system would be in place for grievance redressal mechanism,” he said.
