Bhubaneswar: Growing unemployment has come to haunt the Naveen Patnaik government with the number of jobless persons in the state crossing the 10lakh figure.

Official statistics show that more than 10.86 lakh jobless persons had registered with the 80 state-run employment exchanges in 2013. Of these, 8,034 were technical graduates, including 6,093 engineering graduates and 303 technical postgraduates.

The figure reveals the plight of the state's educated youth as 1.7 crore of Odisha's total population of 4.2 crore are in the age group of 20 to 30. The government's inability to address the crucial issue of joblessness has provided further ammunition to the Opposition.

"The BJD government has failed to give employment to lakhs of unemployed youths during its 15-year rule. How many more years will it take to give jobs to the youths?" asked senior Congress MLA from Nabakishore Das, who represents Jharsuguda an industrially advanced district with the highest per capita income.

However, Das pointed out that even in Jharsuguda only 358 out of 18,740 youths registered with employment exchanges have got jobs so far. Citing the recent instance of unemployed engineers competing for Group-D posts in courts, Rajnagar MLA Anshuman Mohanty said: "This shows how deep is the problem."

As the issue also rocked the state Assembly, Opposition leaders expressed concern over the growing frustration among the unemployed youth. BJP legislator Radharani Panda said that unemployed youths were being attracted towards Left-wing extremism.

Employment, technical education and training minister Sanjay Das Burma, on the other hand, said that the state government had been laying stress on creation of employment opportunities and it had a target of providing direct employment to 50,000 educated youths this year.

The state government has also launched the Chief Minister's Employment Generation Scheme in August last year, which aims at creating direct, indirect and self-employment opportunities for 11 lakh youths in both rural and urban areas, he said.

Burma went on to add that at least 150 youths from each gram panchayat would be imparted skill development training to make them self-reliant.

The minister also announced that skill development training would be imparted to 1,000 girls belonging to the below poverty line group and residing in Maoist-affected areas. The government will spend Rs 40,000 on each girl, the minister said. Besides, the state government would pay Rs 30,000 for the training of 12,000 young women and men hailing from these areas, he added.

Das Burma, who incidentally heads the ruling BJD's youth wing, blamed the previous Congress government for the unemployment problem. He said that the then government in 1999 had signed an MoU with the UK government's Department for International Development (DFID) imposing a recruitment freeze for 10 years.

He also ridiculed the J.B. Patnaik government for its promise of "1,000 industries in 1,000 days".

Congress leaders, however, said that the present government could not escape by blaming its predecessor. "What is the fate of the special recruitment drive announced by the state government last year?" they asked.

Das Burma assured that the proposed job mela would definitely be held. "A committee, headed by the industries minister for supervising the preparations for the fair, has met thrice. The next meeting is scheduled in April and 45 private companies have been invited," he said.

In a related development, the state information technology department today claimed that as many as 13,344 information technology professionals were employed in the software companies operating in the state and out of this 9,849 were from Odisha.
