Lokpal likely to be a constitutional body

The standing committee vetting the Lokpal Bill has reached a consensus on making the proposed anti-graft ombudsman a constitutional body. The suggestion to upgrade the status of Lokpal to a constitutional body had first come from Congress general secretary and Lok Sabha MP from Amethi Rahul Gandhi. 

At its meeting on Thursday, all members of the standing committee, headed by Congress leader Abhishek Manu Singhvi, were unanimous that Lokpal should be a constitutional body on the lines of the Election Commission. This would entail a constitutional amendment, which would require to be passed by two-thirds majority in both the Houses. 

The standing committee, which concluded its deliberations on Thursday, however could not evolve a consensus on the issue of bringing the prime minister under Lokpal. 

There was three-way split at the meeting, with a section comprising RJD's Lalu Prasad, LJP chief Ram Vilas Paswan, Independent MP Amar Singh and Congress MP Arun Yadav totally opposing the inclusion of prime minister under the proposed anti-corruption body. Another section, comprising the likes of Congress MP Meenakshi Natarajan, stuck to the government's stated position of putting prime ministers under Lokpal's scrutiny only after demitting office. 

The third group, comprising members of the Bharatiya Janata Party, the Biju Janata Dal and the Left, rooted for inclusion of prime minister but with safeguards. 

With no consensus emerging on the bringing the prime minister under Lokpal, the government is likely to go by the sense of the House. 

There was also consensus on reservation for women, Scheduled Castes and Scheduled Tribes in the Lokpal search committee. 

Incidentally, Ram Vilas Paswan demanded reservation even in the Lokpal main body, but was countered by BJP's Pinaki Mishra who argued that there was no provision of quota in any of the constitutional bodies in the country. 

The standing committee is expected to meet once again next week to finalise its recommendations. Chances are that report may be presented by the end of next week.
