Madhya Pradesh to recognize live-in relationships -Manjari Mishra

JABALPUR: Live-in relationships are set to get official sanction in Madhya Pradesh. The final draft of Women's Policy 2013-2017, submitted to the state government for a formal nod, protects legal rights of live-in partners. Coming as it does just months before the state goes to polls, the draft policy provides for free legal aid for rape victims apart from offering sops to women like two years of "child rearing leave" for either of the parents.

The state's women's commission had proposed legal sanction to live-in partners last year. This has been leading exploitation of women belonging to the weaker sections in the tribal and dalit-dominated belts, commission chairperson Upma Rai told TOI. The commission, Rai said, has been receiving huge number of complaints from the victims all along. She cited the 'Natra tradition', prevalent in Jhabua, Dhar and Rajgarh region, under which a married woman could get into another relationship after the man agrees to pay bride money to the first husband and her parents.

"Since law does not sanction such relationships, the woman and her progeny by the second union cannot claim any right to inheritance. Legal protection will go a long way in empowering this segment," said director of MP women's resource centre in Academy of Administration Pratibha Rajgopal who prepared the draft after accepting wide ranging proposals from various representatives of women activists and NGOs.

"The provision is meant to give a security cover to the live-in partners by treating them legally at par with a widow or a divorcee," explained Sapna Somani, assistant director, women empowerment. However, only a woman who has been in the relationship for a reasonable period would fall in this category. The proposed policy will not cover a casual fling, sources told TOI.

The draft has a number of suggestions on providing financial assistance and support services to rape victims on the lines of the scheme drafted by the NCW at the direction of the Supreme Court in 2010.
