MGNREGS: getting implementation right -Yamini Aiyar

The focus on implementation constraints is welcome; weak implementation has long been the Achilles heel of MGNREGS

The Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) faces an uncertain future. Statements from the government suggest that the scheme is set for a major revamp with infrastructure creation as its core objective. There are also rumours of a possible scaledown to backward regions. For the moment, however, the only concrete proposal from the rural development ministry suggests that the revamp is likely to concentrate on unblocking implementation constraints, particularly delayed wages, along with focusing on agriculture-related infrastructure.

This focus on implementation constraints is welcome. Weak implementation has long been the Achilles heel of MGNREGS, one that recent research suggests contributed to the massive loss the Congress faced in the general election. Economist Laura Zimmerman analysed the effects of MGNREGS on voting patterns in 2009 and found that the Congress reaped electoral benefits in constituencies that had just begun implementing the scheme but lost votes in areas where the programme had been running long enough for implementation weaknesses to be visible. As implementation gaps widened in 2014, it is likely that voter enthusiasm for the scheme and the Congress diminished.
