MSCERT to monitor CCE scheme in schools by Swati Shinde Gole

Monitoring of the continuous and comprehensive evaluation (CCE) scheme in schools for std I to VIII will begin from October 1, across the state. Surprise tests and visits have been planned in order to check if the scheme is being effectively implemented in school as per the Right to Free and Compulsory Education (RTE) Act, 2009 by teachers. The Maharashtra State Council Education Research and Training (MSCERT), the monitoring agency appointed by the state government, has trained 6,500 education officers at state, divisional, district, taluka and block level who will visit schools and test students on CCE.

The CCE replaces the well-entrenched unit and semester test-based evaluation system and training the teachers is critical for its success as they are the most vital component in the implementation of RTE. The MSCERT has been training teachers, conducting workshops, educating them on the CCE element and addressing queries in order to ensure smooth functioning of the act in the state.

"The CCE is being implemented in schools across the state but there has been no mechanism to monitor it. Nobody knows if the CCE is being implemented in the right way or not. To monitor this and gauge teachers, the monitoring mechanism has been streamlined by MSCERT," Shridhar Salunke, director, MSCERT, told TOI on Friday.

Since the act came into effect from the 2010-11 academic year, assessment has been purely on "broad-based learning and behavioural outcome" in class. Assessment is based on two parameters - formative and summative - and the students are graded instead of being given marks. The semester examination at the end of the first term has been replaced by the first summative assessment based on written material, oral and practical forms of examination.

"Formative evaluation will include daily observation of the students' behaviour and interaction with classmates, oral tasks, practical, activities, projects, surprise tests, open book tests, homework and class work. Summative evaluation will be done twice a year, which will be based on oral/practical and written work, and bear 30% weightage. It will vary at various levels from standard 1 to VIII. Grades will be given to students ranging from A1 to E2," Salunke said.

He added, "We have been continuously conducting discussions with teachers on difficulties they face in their day-to-day teaching with CCE. The education officers will give a surprise visit to schools and enter any class of their choice and ask questions to students based on CCE. This will test not just the students but also if the teachers are assessing based on the new system."

The state government has defined eight tools, and class teachers will have to use the maximum tools to assess students based on the subjects. About 4.5 lakh teachers across the state have been trained to implement the CCE effectively by the council. The council has also published an RTE handbook for teachers to be used as a guide during classroom sessions.
