NHRC orders relief to kin of convict beaten to death in jail by J Balaji

The NHRC has looked into 45 such cases in the last 4 months

The National Human Rights Commission (NHRC) has directed the Punjab Government to pay a relief of Rs.5 lakh to the family of murder convict Sukhchain Singh who died of injuries sustained due to beating by a warder of Amritsar jail on July 2, 2009.

He had been lodged in the prison since September 22, 2004. The NHRC intervened upon intimation from jail authorities and called for reports from the Punjab Chief Secretary.

In response, the Punjab Director-General of Police (Prison) said Sukhchain was beaten up by the jail warder and that he died subsequently while hospitalised.

The warder was booked under Section 304 IPC (culpable homicide not amounting to murder) and lodged in judicial custody. No one else has been found guilty in this case.

The earlier intimation by the prison authorities that Sukhchain died while undergoing treatment for his asthmatic problem did not hold ground and the Commission has held the government responsible, ordering relief to the victim's family.

The NHRC, during the last four months alone, has given recommendations in about 45 cases for monetary relief to the next of kin of deceased and punitive action against the delinquent officers. Death in custody has been a cause of concern for the NHRC since its inception in 1993, sources said.
