NEW DELHI: A ministerial panel is learnt to be taking a final look at a proposal which seeks to raise the income bar defining "creamy layer" for OBC reservation to Rs 8 lakh per annum. The Cabinet note sent by the social justice ministry has been lying with the government for nearly one year and is in the final stages of approval.

According to those in the know, it has been referred to a Group of Ministers for a second view before being sent to the Cabinet for government assent.

The ministry has proposed that OBC families which earn more than Rs 8 lakh per year should be classified as "creamy layer" — the ceiling which disqualifies members of the backward community from availing Mandal reservations in employment and education. The present salary bar stands at Rs 6 lakh annually.

The proposed hike, if approved by the government as such, will be modest in keeping with the three revisions from Rs 1 lakh fixed in 1993 to Rs 2.5 lakh in 2004, Rs 4.5 lakh in 2008 and Rs 6 lakh in 2013.

However, it will again be much lower than what the National Commission for Backward Classes has proposed. In early 2015, the nowdefunct NCBC had recommended that the government hike the "creamy layer" bar to Rs 15 lakh per annum. The NCBC had actually pegged the revision at Rs 10.5 lakh but had to redraft its recommendation to Rs 15 lakh after it came under fire from the "parliamentary committee on welfare of OBCs".

In 2013, the hike cleared by the UPA government from Rs 4.5 lakh to Rs 6 lakh was much lower than the NCBC proposal that it be fixed at Rs 12 lakh for urban areas and Rs 9 lakh for other areas.

The proposal remained unchanged till protests from key OBC ministers in the UPA Cabinet forced the Prime Minister to refer the issue to a Group of Ministers for another round of consultations.
