Only 19 projects were denied green clearance from 2008 to Aug 2011 by Nitin Sethi

Are environmental clearances delaying industrial development in the country? Some in the government might claim so and argue for further easing of green norms but government data shows otherwise. In the past three years, the rate of rejection of projects for environmental clearance was an insignificant 1.13%.

Out of the 1,689 projects that the environment ministry decided upon from 2008 up to August 2011, only 19 were rejected. The ministry cleared 186 thermal power plants in the same period. Another 641 building and construction projects got the nod from the government and not a single project was rejected. Forty-five hydroelectric projects were given green sanction without any rejection.

Erstwhile environment minister Jairam Ramesh had led a high-pitched debate with his colleagues and industry on clearances but the data suggests that the rejection rate in his tenure was as low or even lower than that during his predecessors.

The environment ministry provides two kinds of clearances to projects - forestry clearance under the Forest Conservation Act and environmental clearances under the Environment Protection Act. Additionally, some projects on the coastline also require coastal regulatory zone clearance under the Environment Protection Act.

Forest clearances are given to state governments and not to project developers. As the proposals are to come from district level upwards, these take a longer time to reach Delhi than the environmental clearances. Till recently, the two clearances were only loosely linked and environmental clearance could be secured without the forestry clearance even if forestland was required for the project. This changed after a recent Supreme Court decision.

Environment ministry records show that 136 mining projects, 77 building and construction projects, 22 thermal power projects and 10 hydroelectric projects were still pending with the government for clearance in August 2011.
