Panchayat schemes off Centre table -Basant Kumar Mohanty

New Delhi: Eight central schemes have been left to states following the Centre's decision to raise their share of federal taxes, but this has left the Union panchayati raj ministry almost jobless.

The schemes de-linked from central support are:

Backward Regions Grant Funds (BRGF) of the panchayati raj ministry;
Rajiv Gandhi Panchayat Sashaktikaran Abhiyaan (RGPSA) of the panchayati raj ministry;
E-governance plan of the department of electronics and information technology;
Modernisation of police forces of the home ministry;
Scheme for central assistance to states for developing export infrastructure;
Scheme for setting up 6,000 model schools of the human resource ministry;
National Mission on Food Processing of the food processing ministry;
Tourist infrastructure scheme of the tourism ministry.

Finance minister Arun Jaitley has made no allocation for the BRGF and RGPSA this year. The allocation for the two schemes was about Rs 6,500 crore last year, whereas the total allocation for the panchayati raj ministry is Rs 94 crore this year.

The BRGF is implemented in 272 backward districts and aims to redress regional imbalances by providing funds for infrastructure projects. The RGPSA aims at capacity building of gram panchayat officials and representatives.

Former panchayati raj minister K.C. Deo said the ministry would be left with hardly any work. "Why should the ministry exist at all? There is hardly any work," he said.

The ministry will coordinate with states to implement the Panchayat Extension to Scheduled Areas Act, Panchayat Empowerment and Accountability Incentive and the Panchayat Mahila Evam Yuva Sakti Abhiyan etc.

Deo said the panchayati raj ministry had the power to stop grants to states if they did not hold panchayat elections in six months of a local government's term getting over.

"Now no state will listen to the ministry because there is no major funding scheme. States will hold elections according to their convenience," he said.

The move to de-link the eight schemes from central support has followed the decision to raise the states' share of federal taxes. About 42 per cent central taxes will be given to the states under the recommendation of the 14th Finance Commission.

According to the budget, 31 schemes - especially those targeting poverty alleviation - will be fully sponsored by the Centre, eight will be de-linked from central support and 24 will be run according to a changed sharing pattern that will have to be chalked out by respective ministries.

Social activist Nikhil Dey suggested that states might not properly implement the schemes left to them.

"The funds will be given as untied funds. The states will be free to decide their priorities and spend accordingly. There is no certainty whether they will continue schemes for panchayats or spend for other purposes," he claimed.
