Panel to examine green impact of Posco project by Priyadarshi Siddhanta

South Korean steel major Posco’s troubles are likely to continue till the near future, as a high-level committee of the ministry of environment and forests (MoEF) has sought a comprehensive assessment of the environmental impact encompassing all the components of the project — steel plant, captive power plant, port and infrastructure.

The Expert Appraisal Committee (EAC) is slated to meet next week to review approval given to the port.

The EAC at its next meeting on November 30 will consider review the environmental and coastal regulation zone approval given to the Posco’s captive port at Jatadharmohan creek. The key agenda would be to ascertain if Posco should be given the go-ahead to build a port, barely 12 kms away from the Paradeep Port, which the MoEF has categorised as “severely polluted”. This was because this aspect wasn’t considered while according environment clearance to the port in 2007.

Apart from the EAC scanner, green groups have been arguing that already the Tata company was coming up with a port at Damra about 80 kms from Posco’s proposed port at Jatadharmuhan creek and having another port in close proximity was unacceptable.

In the EAC meeting on November 9 and 10, the Orissa government representatives opposed re-evaluating the site in light of the new pollution index, but the EAC maintained that this was imperative and hence needed to be done.

According to the minutes of the meeting, the EAC has demanded a comprehensive Environment Impact Assessment (EIA) for all components of the Rs 54,000 crore-project including the township. Though township was not part of Posco’s proposal, but the EAC said the township has to be provided for.

“The EAC concluded outrightly that the comprehensive EIA prepared by the project proponent require in depth study,” according to the minutes of EAC held on November 9 and 10, said.

Through its recommendations, the EAC in-effect endorsed the Meena Gupta committee, which conducted investigations into the alleged environment violations by Posco, and had suggested that a comprehensive EIA was required. The three dissenting members of the committee recommended revoking the environment clearance for the project till comprehensive EIA was conducted, which was not evaluated by EAC.

Posco has conducted an EIA and submitted it to the Orissa government on October 2010 but the latter told the committee that it has not received it.
