Panels propose doubling job scheme workdays by Prashant K Nanda

Two committees of the labour ministry on Wednesday proposed to double the annual 100 days of work guaranteed to the rural poor by India’s marquee welfare programme, but the ministry may pare the suggested increase before putting it up to the cabinet for approval.

The provision to provide work for 100 days to at least one member of every rural family under the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) may be increased to 200 days, said a committee on employment generation and skill development.

“This will provide more sustainability to employment being generated under the programme in rural areas,” it said in a report.

A second panel, which dealt with job losses and a comprehensive package for protection of the labour force, also recommended an extension to 200 days. The suggestions came after fresh deliberations at the 43rd Indian Labour Conference (ILC) in New Delhi.

Labour minister Malikarjun Kharge, however, said the recommendations to extend MGNREGS to 200 days could be difficult to implement.

“The government spends some Rs.41,000 crore on MGNREGS. Doubling it will have its own impact,” he said. “We will make policy notes, carry departmental deliberations and then move it to the cabinet. We want to take all parties and Parliament (along) while pushing for it.”

Kharge indicated his ministry may demand to reduce the proposed number of days while moving the cabinet note.

Girish Awasthi, president of the Bhartiya Mazdoor Sangh, said the government can double the working days under MGNREGS as it will provide the best social security option for the needy.

The ILC also accepted a third labour ministry committee report that contract workers should get wages and other benefits on par with permanent employees if the work they do is similar.

The committee also said the threshold of 20 workers for applicability of the contract labour Act should be dispensed with. According to government estimates, the number of contract workers had increased from nearly one million in 2006-07 to 1.39 million in 2009-10.

The ILC also decided to ask states to form tripartite groups under the contract labour Act to look into specific welfare needs of these groups. The central government is mulling a change in the Act.

“In the age of outsourcing, contract labour law should be industry friendly,” said E. Balaji, director and president of human resource and employment tracking firm Ma Foi Randstad.

The second committee also said the ministry should propose incentives for labour-intensive industries to create more jobs. Earlier this month, India pegged the unemployment rate at 9.4%, at least 1.2 percentage points more than what it was in 2004-05, when a survey was carried out.

Prime Minister Manmohan Singh on Tuesday had called for focused investment and a change in some labour laws so that both workers and the industry benefit.

He said rigidity in some labour laws could have affected job growth in India.
