Parliamentary Standing Committee likely to submit its report on Food Security Bill during the winter session -Rituraj Tiwari

The parliamentary standing committee on food is giving a final shape to the UPA-II government's ambitious Food Security Bill. It is likely to submit its report during this session which is likely to end on December 21.

Committee chairman Vilas Muttemwar summoned senior food ministry officials on Monday to study the availability of grains and the ministry's readiness to roll out the project.

The government, however, is likely to present the Bill in the next parliamentary session. Muttemwar had said in November the committee will submit its report during the winter session. "The committee is studying the provisions.

We will be able to present the Bill in the next session," said food minister K V Thomas. The proposed Bill hopes to secure the food needs of 67% of the population.

If enacted, the programme may as well become a poll plank for the UPA for the 2014 general elections. Under the Bill, the government proposes to provide a uniform exclusion rate of 33% for all states and treat the 'below poverty line' and 'above poverty line' families on a par while deciding the amount of grains to be supplied. According to the food ministry, the programme will require an estimated 65 million tonne of grain taking the subsidy bill from Rs 1.09 lakh crore to Rs 1.20 lakh crore.

"With a nominal increase in the subsidy amount, we will be able to cover 67% of the population across the country," said Thomas. The Bill seeks to provide 25 kilogram of grains uniformly (5 kilogram per person per month) to poor families. Rice will be given at Rs 3 per kg, wheat at Rs 2 per kg and coarse cereals at Rs 1 per kg. The Bill, however, is facing opposition with the chief ministers of Uttar Pradesh, Bihar and Tamil Nadu seeking modifications.

While UP chief minister Akhilesh Yadav and Tamil Nadu chief minister J Jayalalithaa want the bill to cover everyone in rural regions and 95% of the population in urban areas, Bihar chief minister Nitish Kumar wants the setting up of a BPL commission at the national level to identify the beneficiaries. "Their demands are difficult to be met as it would raise the subsidy amount astronomically.

Moreover, the setting up another commission to identify the beneficiaries would only delay the implementation which has already been delayed," said a food ministry official.
