Place progress reports on PDS schemes: HC to govt

The Gujarat high court (HC) on Thursday asked the state government to specify what steps it has taken to implement the schemes that are introduced to make the public distribution system (PDS) effective.

This status report is in connection with an order passed last year. In 2010, the HC had asked the state government to implement various schemes like Antyodaya Anna Yojana, Targeted Public Distribution System, Annapurna Scheme, Mid-Day Meal Scheme and Integrated Child Development Scheme as per the directions issued by the Supreme Court (SC).

The HC has also directed the Centre to provide necessary guidance to the state government for proper implementation of the schemes. All these schemes address the food requirement of the lower strata of society, particularly those listed as below poverty line (BPL). There are about eight lakh BPL families identified in Gujarat, and these schemes are meant for their food security.

On Thursday, the court directed the state government to place its status reports on all these projects before it by October 30. The bench of acting chief justice A L Dave and justice Pardiwala also directed the state authorities to place on record the status of their efforts to transfer the contract of providing food to school and anganwadi children from private contractors to the women's groups. In March, the state government ensured the HC that it would complete the procedure of handing over the responsibility of supplying breakfast to kids at 28,500 anganwadi centres across the state to self help groups and mahila mandals.

The SC had issued directions prohibiting the state governments to get supply of food for children through contractors. The HC has been proceeding with the issue of food security and PDS for more than three years after a division bench took cognizance of complaints from various places about irregularities in PDS. The court began asking the government to introduce corrective measures so that food allotted for the poor reaches them.
