UPA-II leadership is seen struggling with both food act and the achievement of its ministers.

Numbers don’t add up

Political leadership of the Congress party will take a final call on the number of people eligible to receive subsidised food-grain under the proposed national food security law. While a preliminary report of the Suresh Tendulkar Committee puts the number at 372 million, the government’s official estimates say it is only 275 million.

A little bird tells us that top officials of the Planning Commission made a presentation to Congress general secretary Rahul Gandhi on Monday. Congress president Sonia Gandhi may also be consulted before finalising the poverty numbers. The Tendulkar panel will finalise the new poverty numbers by the end of this month and present it to an empowered group of ministers on the Food Security Bill for its approval.

The higher figure suggested by the committee is expected to result in an additional subsidy outgo of more than Rs 6,000 crore annually. The Congress has promised 25 kg of foodgrain at Rs 3 per kg to poor families. The top leadership of the party is in favour of raising the quantum to 35 kg per person. One needs to wait and see how politicians solve this puzzle.

Progress report

All ministries and government departments are busy highlighting their achievements in the first year of the UPA’s second innings. Most of them have submitted their report card to the prime minister’s office (PMO), downplaying their failures and magnifying their achievements.

The task has been tough for departments dealing with infrastructure sectors, particularly the power and road sectors. The Planning Commission has uploaded their physical performance report card on its website and it is available to the public. As per the website, the power sector did well in rural electrification in 2009-10, but failed in all other parameters such as capacity addition, power generation and commissioning of transmission lines.

The performance of road transport and highways ministry was equally poor. The government agencies are working overnight to find palatable explanations for these misses as the Prime Minister is expected to address a press conference next week on the achievement of his government. He may have to do a lot of explaining on the way infrastructure sectors performed last year.
