Poverty alleviation: Government to launch plan

The National Rural Livelihood Mission (NRLM) will be implemented in the state soon. This was decided at a highlevel meeting presided over by Chief Minister Naveen Patnaik here today. The NRLM aims at addressing poverty and alleviating rural poverty by 2015.

The scheme also targets to cover 50 percent of the rural households by self help groups (SHGs) during the next three years.

The newly launched central programme will be executed in all 30 districts of Orissa. Official sources said NRLM will mainly focus on creating employment opportunities for the rural poor to address poverty.

The Centre will provide 75 percent of the funds for implementation of the scheme while 25 percent will be State Government's contribution. One of the main components of the programme will be to provide training to the rural people in villages itself.

Naveen advised the officials of the panchayatiraj departments to take into consideration the demand in the market while selecting employment avenues for the rural poor.

Naveen also reviewed the implementation of TRIPTI (targeted rural initiative for poverty) in the State. The programme is being implemented in 8369 villages of 38 blocks in 10 coastal districts of the state.

TRIPTI aims at social and economic empowerment of the rural poor particularly women through different welfare schemes. According to officials of the panchayatiraj department 1,323 new SHGs have been constituted for implementation of the programme by June, 2010.

The scheme targets to create 3,800 new SHGs for its implementation besides involving 5000 SHGs created under the Mission Shakti programme in it. Associations at the panchayat level will also be strengthened for the successful implementation of the programme.

Panchayatiraj Minister Prafulla Samal, Chief Secretary TK Mishra and senior officials of the Chief Minister's secretariat and the panchayatiraj department were present.
