Proposal for parity between rural job wages, minimum wages put on hold -Elizabeth Roche

Rural ministry wants same parameters of rate change in MGNREGS as state wages

The rural development ministry has put on hold a recommendation by a high-level panel constituted by the previous Congress-led United Progressive Alliance government for parity between the wages paid under the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) and the minimum wages set by different state governments.

Rural development secretary Amarjeet Sinha on Wednesday said the committee set up under economist Mahendra Dev in 2013 had recommended a one-time parity between the MGNREGS wages and the consumer price index for agricultural labour (CPI-AL).

“It (the committee) had argued for setting it (MGNREGS wage) together (with minimum agricultural labour) once and thereafter ... we could shift to consumer price index for rural labour (CPI-RL),” Sinha told reporters in New Delhi.

Currently, wages under MNREGS are linked to CPI and the annual revision is based on the CPI-AL. The Mahendra Dev panel had suggested that wage rates be revised every year on the basis of CPI-RL as it takes into consideration more variables for rural areas as compared to CPI-AL.

MGNREGS provides for 100 days of manual work to at least one member of every rural household. It was launched in 2006 as a means to curb distress migration of farmers suffering from crop and income losses following deficient monsoon rains.

The rural development ministry had already moved the proposal to the finance ministry, which has asked for more deliberations on the issue.
