Public Distribution System funds diverted to black market: Ex-SC judge

MARGAO: Claiming that there were allegations that 50 % of the central government funds meant for the Public Distribution System (PDS) were being diverted for black marketeering, Justice D P Wadhwa, former judge of the Supreme Court of India and Chairman of the Central Vigilance Committee on PDS, encouraged PDS dealers to open grocery shops as well to help them augment their income

While addressing a public hearing at the Ravindra Bhavan, Fatorda, on Friday, Wadhwa interacted with PDS stakeholders and social activists who raised several grievances and submitted a few demands as well.

Local fair price shop owners such as Marcus D'silva pointed out that they have to carry out a lot of work such as engaging employees, maintaining accounts, weighing and lifting with the meagre 5% commission they get, which they felt was not enough. Roland Martins, convenor of Goa Civic and Consumer Action Network ( GOACAN) in particular demanded that there be a civil supplies inspector for Salcete, a demand that was seconded by other members in the audience.

"There have been a lot of complaints pouring in from different quarters against PDS and views on why they feel it is not working properly. All this has to stop and the situation needs to improve," said Wadhwa, while pointing out that the poorer sections of society that relied on PDS were suffering the most.

Wadhwa added that 70,000 crore has been sanctioned by the central government for PDS to provide food and other such items out which 50% is going unnoticed because of black marketing

While Wadhwa promised to submit the suggestions as part of his report to the central committee, civil supplies officials from the state promised to address the grievances as well.
