Punch in recipient's Aadhaar number to transfer funds

MUMBAI: Bank account holders can now send money to any individual through mobile banking by merely entering the recipient's Aadhaar number. National Payments Corporation of India, which launched Aadhaar-based remittances on Wednesday, sees its use in micro-payments such as taxi fares and small purchases. The transfers can be done using the most basic phones through SMS for small amounts or through mobile banking apps for amounts over Rs 5,000.

Until now electronic remittances would either require pre-enrollment of the beneficiary under internet banking. In the case of mobile banking, remittances were possible without registration, but require the beneficiary's bank account number and branch IFSC code. The Aadhaar-based mobile remittance is instantaneous and does not require any information other than the beneficiary's unique ID number. The customer would, however, need to be registered for mobile banking services and the beneficiary would need to have his bank account linked to Aadhaar.

Nandan Nilekani, UIDAI chairman, said the remittance facility demonstrated one of the many uses of Aadhaar. "This simple accessibility will be key to the success. Just as the internet witnessed an explosion in usage after the http protocol made it easy to access sites by merely entering the name, I expect remittance to grow as network expansion takes place," he said. On the impact of the Supreme Court statement that the government should not make Aadhaar mandatory for availing social benefits, Nilekani said that the matter was sub-judice and would come up for its final hearing on September 22.

NPCI MD AP Hota said that the corporation had drawn up a plan to connect every Indian by 2020. "A key part of the strategy is to simplify payments to increase usage," he said. According to him, of the 40 crore bank accounts in the country around 3 crore are linked to Aadhaar numbers. "This is good progress considering that banks have started seeding accounts with Aadhaar only a few months ago" said Hota.

According to Nilekani over 50 crore people in the country have already been enrolled under Aadhaar and numbers have been issued to 44 crore. "Ever since the direct benefit transfer programmed started we have seen increase in the Aadhaar payments. There are three crore Aadhaar enabled bank accounts and now with eKYC anyone can open an account. In a year or so we should see over 10 crore Aadhaar linked bank accounts" He expressed confidence that the UIDAI would be successful in enrolling over 60 crore individuals in the country under Aadhaar by 2014.
