CHANDIGARH: Prime Minister Manmohan Singh on Saturday expressed concern over the rising number of slum-dwellers due to rapid urbanization and said even private entities would be given financial support to construct houses for the urban poor under the UPA's 'Slum Free India' scheme.

"Today, we have 90.6 million people living in slums and this could swell up to 100.4 million by 2017," the PM said after handing over 8000 flats as part of a housing project to rehabilitate 40,000 slum dwellers on the outskirts of the city.

"This is a big problem before the Centre for which we have taken the responsibility even as housing is a state subject," he said, adding that under the scheme, popularly known as Rajiv Awaas Yojana, 10 lakh houses would be constructed over the next four years.

"A credit risk guarantee fund of Rs 1,000 crore has also been set up whereby urban poor people will get collateral free housing loan from banks," he said.

Addressing his first public event a day after the BJP nominated Narendra Modi as its prime ministerial candidate, Manmohan Singh remained mum over the Gujarat CM's pitch for the top job.

Singh, who recently showed his combative side in the Rajya Sabha by locking horns with Arun Jaitley over missing coal ministry files, also refrained from making any political comments, choosing instead to speak on urbanization. "Urbanisation will move at a fast pace in India ... this will be the focus for us. Such drives would make India a successful nation in the world," the PM said.

The BJP questioned the PM's "expensive" flight from New Delhi to hand over flats to slum dwellers, calling it "merely a poll gimmick to boost fortunes of an embattled Congress after Railgate involving local MP and former railway minister Pawan Kumar Bansal's nephew".

"How often you see a PM coming to hand over flats worth a few lakh to five people?" BJP leader Satyapal Jain asked.

On his arrival at Dhanas, the PM apparently cold-shouldered Bansal and went on to greet Punjab chief minister Parkash Singh Badal, Haryana CM Bhupender Hooda and Haryana governor Jagannath Pahadia.
