NEW DELHI: It has been a year since Nirbhaya shook the country's conscience with her courage in the face of the brutal gang-rape on the night of December 16. However, the government is yet to shake off its lethargy and has not spent a rupee from the much-touted Rs 1,000-crore Nirbhaya fund.

The fund was announced by the Centre with much fanfare in the Union Budget earlier this year. The decision was made after widespread protests by students, women's groups and other members of civil society demanding justice for Nirbhaya and exemplary punishment for the perpetrators.

While the government vacillated on how to curb crimes, offences against women have rapidly increased. Delhi Police data reveals that the number of rape cases have doubled from 642 in 2012 to 1,472 up to October, 2013. Molestation cases have increased from 612 in 2012 to 3,182 in 2013 while eve-teasing cases have increased from 125 last year to 850 this year. National Crime Records Bureau (NCRB) data shows that 2.44 lakh cases of crimes against women were reported this year across the country as compared to 2.28 lakh in 2011 with an increase of 6.4%. Crimes against women have registered a steady increase for the past five years. In 2008, the number of cases recorded was 1.95 lakh.

Sources said the proposals of transport, home and IT ministries were considered by the finance ministry which was to make allocations from the Nirbhaya fund in November.

GPS-based control rooms to monitor public transport, installation of video cameras inside buses to provide real-time assistance to women at risk in cities, using GPS to direct police vehicles to reach crime spots and introduction of a panic button in cellphones are some of the measures that the Centre is looking at to improve women's safety in cities.

The women and child development (WCD) ministry had submitted a proposal to map vulnerable areas in the country where women are prone to violence and have a low child sex ratio. The scheme also envisaged establishing local response units. Rural and urban facilitation centres, to be run by civil society or community-based organizations, at identified locations at gram panchayat level and in metros, will collate and provide information regarding services available to any woman. But the Centre has not yet finalized or rejected the proposal.
