Strongly reacting to the newspaper reports highlighting how many schools, despite a blanket ban, are conducting interviews for admission, a city-based social activist Komal Srivastava, working for the implementation of the Right to Education (RTE) Act 2009 has decided to come-up with a helpline for admission-related complaints.

They are also planning to come up with a helpline service for the parents. "This is the only Act which can provide inclusive education in the country," Srivastava said. She asked NGOs to come forward to help enforce the Act in the state, adding that 100% implementation was an uphill task. "The biggest challenge is to sensitize people about it, especially the beneficiaries," said Vishwambhar, another activist and editor of a monthly magazine on education.

The Act, which was passed in 2009, makes free and compulsory education a fundamental right of every child. However, providing quality education continues to be an area of concern in several states, including Rajasthan.

"Almost all schools are gearing up for 2012 admission session but very few are taking the Act seriously or leaving 25% seats for the economically disadvantaged," Srivastava said. The activist urged state government to take corrective measures so that it is followed in the coming academic session.

In Rajasthan, government had drafted the provisions and passed them to schools on March 30, 2011. This was challenged by Society for Private Unaided Schools in the apex court but the court is yet to pronounce its verdict.

Meanwhile, the government has also toughened its stand. The state education department has asked district education officers in all districts to hold meetings with schools to clear doubts, if any. They have decided to penalize schools that are found guilty. These schools have also been asked to display the names of the students enrolled either on website or notice boards for the sake of transparency.

The National Students Union of India (NSUI) has decided to launch a campaign for promotion of Right to Education Act 2009 in the state from January 1. They will organize rallies in the city especially in the slum areas creating awareness among the beneficiaries of this Act in every district. "News reports regarding the schools flouting Right to Education Act-2009 is disturbing. Our body will work in tandem with National Commission for Protection of Children Rights," said Sumit Bhagasara, state president, NSUI.

In this regard they will be constituting committees and sub-committees in every district to monitor admission procedure. They will also seek help from activists and parents to report the violation.
