RTI activist files plaint against CS with Lokayukta by Deshdeep Saxena

The Madhya Pradesh government and its top bureaucrat, chief secretary Avni Vaish, have come under the Lokayukta scanner for allegedly organizing a free dinner for about 250 IAS officers with taxpayers' money.

The Lokayukta has registered a complaint in the case and information is being collected in this regard. "This is not an FIR," Lokayukta P P Naolekar told TOI, adding that information was being sought on the complaint.

The chief secretary however, denied any "hanky- panky" in the dinner. It was a dinner hosted by the chief secretary and the government paid the bill. No rule was violated, Vaish told TOI.

The complaint was filed by RTI activist Ajay Dube in an affidavit that Madhya Pradesh IAS officers Association organized a dinner and the payment was made by the state protocol office. The bill was Rs 1,43,901. The dinner was organized at the prestigious Arera Club on October 8 last year. The Lokayukta case -- complaint number 232/11-- was registered on August 24 and has been signed by Ms V N Kaur, legal advisor to the Lokayukta.

Complainant Dube alleged that rules were violated as the protocol office cannot foot the bill of a private organization, in this case the MP IAS Officers Association. Dube wants the Lokayukta to register an FIR against the chief secretary as he misused his office, caused loss to the state exchequer and indulged in corrupt practice. He alleged that government rules have been violated by making the payment.

However, government sources claimed that no rules were violated. They said that the general administration department, under which the protocol office falls, asked to foot the bill and all the necessary sanctions were accorded while making the payment.

As per the rules, Dube told TOI, the bill should have been made in the name of the president of the IAS association, and has to be paid with the members' money. "Instead the bill was made in the name of chief secretary and was paid by the state protocol office allegedly at the instance of Vaish," he claimed.
