New Delhi: Four in every five workers under the Mahatma Gandhi National Rural Employment Guarantee Act do not get wages on time because of "flawed guidelines", a study released today found.

Although the 100-day job scheme provides for payment of compensation of 0.05 per cent of the unpaid wages per day for the period of delay, nearly 33 per cent of the workers do not get any compensation while 47 per cent get partial compensation, said the study by a group of faculty of Azim Premji University (APU).

The study's findings were released at a news conference addressed by researchers from APU and representatives from civil society groups like the Swaraj Abhiyan, People's Action for Employment Guarantee and the NREGA Sangharsh Morcha.

The job scheme seeks to provide up to 100 days of employment to every rural household in a year. The gram panchayats decide locally relevant projects and provide work to job-card holders seeking employment. There are 10 crore active card-holders.

According to Section 3 of the MGNREGA, the wages for a week of work have to be paid within 15 days, failing which the workers should get compensation for each day's delay.

According to the guidelines, the period of delay is calculated from the 16th day of the closure of the muster roll until the date of generation of the funds transfer order by the local authorities.

Block or gram panchayat officials send the funds transfer order to the Centre, which takes time to release the wages to the bank accounts of the workers. The study found that the delay caused at the central government level does not get factored in.

The study analysed wage payment data of 92 lakh MGNREGA workers from 10 states in 2016-17.
