Schools flouting RTE to face action

The directorate of education (DoE) has finally decided to crack down on schools flouting the nursery admission rules in the city. Acting on the complaints from parents, the DoE on Wednesday decided to serve notices to errant schools asking them to either rectify their admission criteria or face cancellation of the entire process. The education officials are expected to visit schools from Thursday onwards to keep a check on the parameters being followed for admitting children in nursery.

"We have received several complaints from parents against the criteria being adopted by some schools. No school will be allowed to consider the qualification or profession of parents for selecting a child for nursery admission. It is against the spirit of the right to education (RTE). So we will ask them to change their criteria if it's discriminatory. Their entire admission process will be cancelled if they don't abide by the rules," said state education minister Arvinder Singh. He added, "The admission process may have already started but changes in the criteria can still be made. The applications already received by the school will remain safe though."

The right to education being implemented from this year prohibits any kind of screening or discrimination for admission at entry level till class VIII. Singh also met the deputy education directors of all zones on Wednesday to discuss the complaints and take suitable action.

Though the minister refused to name the schools found to be flouting the rules, DoE sources said that five schools had already been identified. "There are a few schools which are being served a notice," he said. According to sources, DPS Rohini was one of the schools to be served the notices as it was giving 10 points to parents' profession under 'school-specific criteria'. However, principal Rita Sen denied having received a notice. She said, "We have not received any notice yet. We are not asking for the parents' profession or qualification as such. But we are giving 10 points to a whole range of professions and not just one."

However, parents are dismayed. Many of them felt that the admission guidelines were just eyewash as quite a few schools were going ahead with their own criteria despite being aware of the rules. A parent, Ravinder Sharma (name changed on request), said, "A school in Janakpuri is forcing parents to buy the prospectus without issuing a receipt. Another school in Pitampura wants parents to first buy a registration code for Rs 400 from the school to fill up the form online which is the only way to apply. So many other schools give extra points to professionals and alumni of elite institutes. Probably schools just think nobody can check them."

Singh, however, assured that the DoE would take regular action on parents' complaints. Starting Thursday, the deputy director of each zone will be available in his office till January 15 from 10am to 1pm to hear the grievances of parents. Singh also said that the government would issue the notification for admissions under the (economically weaker sections) EWS category in a couple of days. "We will make sure that a DoE official is present during the draw of lots for EWS admissions in every school," he said.
