Singur form trickle after SC order

The flow of farmers to fill up forms for land return in Singur thinned to a trickle today, the “lack of hurry” attributed to yesterday’s Supreme Court stay on distribution of plots.

Pulak Sarkar, the block development officer (BDO) of Singur, said only 106 forms were submitted between 10 am and 7pm today. “Yesterday, we had received 250 forms. Altogether, 1,590 forms have been submitted since Sunday,” he said.

The 15 counters set up at the BDO office to receive the forms were by and large deserted, with an applicant turning up occasionally.

Dudh Kumar Dhara, the chief of Beraberi gram panchayat who is also a member of the 19-member committee set up to facilitate the land return, said less farmers turned up today to submit forms primarily because of the Supreme Court order. “The farmers have realised that there is no point hurrying. But there have also been cases of farmers failing to produce succession or mutation certificates.”

The “unwilling” farmers who are yet to submit their forms said they were disappointed by the Supreme Court order, which has put the land distribution on hold till further orders from the high court.

“I had expected to get back my land quickly. My three sisters and I had got a succession certificate from court as both our parents have died. But now, there is no point hurrying. As it is, we have time till July 22 to submit our forms,” said Shyamsundar Ghosh, 40, of Khaserbheri. His family’s one-acre plot had been acquired for the Tata Nano project.

The sense of weariness found echoes in the voices of other Singur farmers too. Bikash Das, 38, whose half-acre plot in Khaserbheri had been acquired, said: “Now that the whole process has got delayed, there is no harm if I submit my form a few days later.”

Kashinath Das,70, another farmer who had not collected his compensation cheque, said he had bought paddy seeds in the hope of getting back his land “within a few days”. “I feel disappointed.”

Akul Chandra Das, 69, who today submitted his application to get back his 1.7 acres in Khaserbheri, did not sound so despondent. “The land that had been taken from me is still clean and unencumbered. I could not submit my form earlier because I was helping others fill up theirs,” he said.

Survey work on the Singur land continued today. The government put up two notices at the BDO office saying the land in Singherbheri and Gopalnagar that had been acquired on behalf of the West Bengal Industrial Development Corporation would be vested under the Singur Land Rehabilitation and Development Act, 2011.
