Standoff continues at Posco project area, Ramesh wants state against forcible land acquisition by Nageshwar Patnaik

For third straight day on Sunday, the standoff between protestors and the armed police at Dhinkia village the entry point to Posco project site continued without bloodshed though the Orissa government on Friday had declared the assembly as unlawful and hinted at action if the protesters continued to restrict the officials' movement.

Land acquisition officials backed by about 800 armed police have so far not been able to enter the Dhinkia gram panchayat, the epicentre of the anti-Posco movement. Children and women have been lying prostrate on the sand at the Gobindpur border to prevent the officials' entry. They have also dug up the approach roads to the village.

Meanwhile, a missive from union forest and environment minister Jairam Ramesh on Sunday to the state government not to use environmental clearance for the project as a "license for forcible acquisition of land" has further bolstered up the moral of the villagers opposed to the 12 million ton steel project.

The Congress party in the state has openly opposed the state government's move to forcibly acquire land for the $12 billion project. A team of CPI, CPM, Forward Bloc , RJD and SP leaders on Saturday visited the site and extended support to the stir.

"Our party supports the stir. We are with the people. Mr Naveen Patnaik had assured that force won't be used to acquire land, but that's not happening. It's not proper to use force if the people don't want to give their land," Jagdish Tytler said here.

The stir led by the Posco Pratirodh Sangram Samiti (PPSS) is being led by women and kids, who have formed a human barricade in Gobindpur and Dhinkia villages, officials said. "It's the same scene in Dhinkia. We're ready to die for our cause," sarpanch and a PPSS spokespersons said.

The warning by Mr Jairam Rames to the state government not to use force for land acquisition has come as a shot in the arm for protesters. "The Posco steel-cum-power-cum-port project in Orissa was given environment and forest clearance by the ministry of environment and forests after a great deal of thought and a careful balancing of various factors.However, I hope that the state government will not use this clearance as a license for forcible acquisition of land," Mr Ramesh said in a statement.

The "intent" and "purpose" of the environmental clearance was not to allow forcible acquisition of land, Mr Ramesh said adding that while all parties should adhere to democratic norms and procedures, "I earnestly hope that the state government will not take any precipitate action."

Dialogue and discussion, not coercion is as essential to ecological security as it is to democracy, he said. "I have often said that environment and forest clearance process should not be used to fight other battles that have to do with important issues like land acquisition, compensation and livelihoods...I appeal to the Orissa government to ensure that land is acquired only through peaceful and law-governed means," the union minister said.
