Street vendors' forum to form Asia-level alliance by Smita Gupta

Plans to hold an Asia level conference in Delhi in November

The National Association of Street Vendors of India (NASVI), which plans to form an Asia-level alliance to give momentum to the street vendor movement in different parts of the continent, is planning to hold an Asia-level conference in Delhi in November later this year.

The organisation hopes the Union Housing and Urban Poverty Ministry will be a key partner for this conference, Ranjit Abhigyan, Programme Manager of NASVI, said.

One of NASVI's key objectives is to push for a law to protect the rights of street vendors, an issue that has already been taken up in some detail by the Sonia Gandhi-led National Advisory Council (NAC). Indeed, last month, on June 8, the NAC wrote to the Central government, with its recommendations for a Central law for Protection of Livelihood Rights and Social Security of Street Vendors.

Soon after that, the NASVI's branches in all the States wrote to the Prime Minister's Office (PMO), urging the government to bring such a law in the coming monsoon session of Parliament. To draw attention to this demand, NASVI plans to hold a nationwide protest on July 14.

Mr. Abhigyan said the decision to hold a conference in November was taken on July 8-9, when street vendor representatives and leaders from NASVI and the Self Employed Women's Association (SEWA) of India, the Korean Street Vendors' Confederation from South Korea, the Self- Employed Union from Bangladesh and the Nepal Street Vendors' Trade Union from Nepal met in Delhi “to deliberate on the processes towards building such an alliance.”

The two-day meeting, which discussed the challenges faced by the vendors in Asian countries, took stock of the policy environment as well as responses of governments and urban governance institutions towards vendors, developed a 15-point campaign agenda and chalked out country-specific plans.
