Tamil Nadu NGOs among top recipients of foreign aid -Jayaraj Sivan

CHENNAI: NGOs across the country are feeling the heat with an Intelligence Bureau report accusing many of them, including one run by Tamil Nadu-based anti-nuclear activist S P Udayakumar, of receiving foreign aid to instigate agitations and stall developmental projects in the country.

For many years now, TN has been recording the second highest foreign aid receipts by NGOs, next only to Delhi. According to the Union home ministry report on foreign aid to NGOs for 2011-2012, the ones in TN received 1,704 crore while Delhi NGOs got 2,285 crore. Chennai registered the highest foreign contribution of 890 crore in 2011-12, ahead of Mumbai (825 crore) and Bangalore (812 crore).

All foreign contributions to NGOs are regulated under the Foreign Contribution (Regulation) Act, the primary objective of which is to ensure that the aid is utilised for bona fide activities without compromising on national security. As per the home ministry's FCRA annual report, there were 43,527 registered voluntary organisations in the country as on March 31, 2012. While 22,702 NGOs received 11,546 crore, 9,509 NGOs did not receive any foreign aid at all. Many NGOs have not filed their annual reports, said an MHA official.

Among the top 15 recipient NGOs, six are from Delhi, three from Kerala and two from Tamil Nadu.

For years, the US has been the top donor. In 2011-12, organisations in the US contributed 3,838 crore to Indian NGOs. Those from the UK contributed 1,219 crore and agencies in Germany donated 1,096 crore.

A senior official in the IB said, "Many NGOs get funding from foreign agencies which are front organisations for intelligence wings there. They try to influence in Kashmir and the Northeast. They build pressure groups against our nuclear, space and missile programmes and get involved in environmental and human rights issues. The west spends a lot of money to inject their ideas into the minds of our people. They organise frequent junkets for our NGOs."

"In the mid 90s, a Libyan firm invited applications from Indian scientists for doing space research. IB advised them not to attend the interview because the Libyan firm was a proxy of a US agency, which wanted to know about our space programme. All the scientists who attended the interview in a European country ignoring the IB advice returned empty handed.

IB digs out such information through covert operations, which will not be admissible as evidence in a court. But we know and the government knows that our reports are based on hard facts".

However, defending his NGO's activities, Udayakumar said in a Facebook post, "Those who stand up, speak up for poor people's land, water, air, sea and food security should not be considered and insulted as foreign stooges and money launderers." Udayakumar warned that such "fascist presupposition" by the IB may be a precursor for stringent action against people's movements and minorities. Udayakumar said his agitation was entirely based on farmers and fisherfolk who "have a mind of their own."
