Thousands of MGNREGS workers jobless in Theni

Reason: inordinate delay in sanctioning of funds by Centre

Theni (Tamil Nadu): Thousands of labourers, who registered their names with the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS), in rain-fed and drought-prone areas of the district are jobless due to the inordinate delay in sanctioning of funds by the Centre.

The delay has not only stalled ongoing works but also affected implementation of new ones, according to officials in village panchayats. Work in 80 per cent of villages has been completely stopped and is going on in some village panchayats as the rural poor are willing to work without wages.

"We don't know when we will receive funds. How can we ask labourers to work without wages. We are forced to stop the ongoing projects and postpone implementation of new works," they said.

Poor people in many panchayats, except villages within the Cumbum valley, have been solely depending on the MGNRGES work for survival because agriculture activities have stopped in many villages owing to monsoon failure and acute drought. Cultivable areas in Andipatti, Chinnamanur, Bodi and Periyakulam are mostly rain-fed.

In Chinnamanur block, work had been stopped for the past one and a half months. Funds sanctioned earlier were over owing to disbursal of wages till July 2, and there was no funds for disbursal, the officials said.

Farm workers in villages under Periyar irrigation areas have gone for agriculture work in private farms.

"But farm owners are reluctant to offer jobs to MGNREGS workers. They suspect that we may go back to the MGNREGS work any time and will not continue till the end of the season," says Kaliammal of Sindhalaiserry.

Workers at several villages, including Erasakkanaickanur, Sindhalaiserry, Muthulapuram and Periya Goundpatti, have been facing the problem.

All data required for disbursal of wages had been uploaded into electronic fund management system. The day officials received funds, the disbursal to their savings bank accounts would start, project officials said.

To provide continuous jobs to the rural poor, the government has been offering jobs to MGNREGS workers for construction of toilets under the total sanitation programme and also digging farm ponds under the Drought-prone Area Development Programme.
