Three ministries to join hands to 'drought-proof' India from October 2 -Aman Sharma

NEW DELHI: The government's big plan to fight drought will be unveiled on Mahatma Gandhi's birthday on October 2, with three ministries on directions of the Prime Minister, joining hands to converge their schemes to 'drought-proof' vulnerable districts using technology. Narendra Modi, during meetings with the chief ministers of droughtaffected states earlier this year, had asked for a massive effort to be launched for water conservation and storage in districts and blocks which are totally dependent on rain or don't have enough groundwater.

The ministries of rural development, agriculture and farmer's welfare, and water resources will converge their flagship schemes -Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS), PM Krishi Sinchaee Yojana and Integrated Watershed Management Programme (IWMP) -towards water conservation. The Indian Space Research Organisation's 'Bhuvan' portal will be used for monitoring such projects.

It will be stipulated to states that 65% of MGNREGS works should be for natural resource management or specifically water conservation projects in the 112 'irrigation-deprived' districts and 1,285 blocks which face serious ground-water deprivation. While MGNREGS works do happen towards projects like developing watersheds or creating ponds, the government has assessed that the works executed are often unsatisfactory since they are done by inadequately trained manpower.

On the other hand, while the IWMP project has trained manpower for such projects, it lacks finances and the deep reach like MGNREGS, government feels. Hence, the convergence.All MGNREGS works on water conservation will be planned and executed using ISRO's Bhuvan geoportal which has high resolution satellite data and information relating to water, land contours and soil conditions to give accurate locations where structures for water harvesting can be built. To ensure such plans work on the ground, district collectors would be asked to include the natural resource management component of MGNREGS into the district irrigation plans.

The government feels that focus of MGNREGS needs to change from stand-alone works in a relief works mode to a well-planned rainwater harnessing plan so as to enhance productivity and incomes.
