Trailer carrying equipment for dam halted by protesters by Sushanta Talukdar

Northern Assam's Lakhimpur district administration on Thursday halted the movement of an Over Dimensional Consignment (ODC) trailer carrying equipment for the 2000 mega watt lower Subonsiri hydro-electric power project under construction at Gerukamukh in Arunachal Pradesh after 4000 anti-big dam protesters blocked National Highway 52 to prevent the trailer from proceeding to the site.

The protesters under the banner of the All-Assam Students Union (AASU), the All Asom Jatiyatabadi Yuba Chatra Parishad (AJYCP), the Krishak Mukti Sangram Samiti (KMSS) and the apex student body of Mising tribe, Takam Mising Porin Kebang (TMPK), demanded that the trailer be halted and the government invite the agitating groups for discussion.

The agitators are opposing construction of the big dam as they said it was detrimental to the interests of the people living downstream.

Chief Minister Tarun Gogoi told journalists here that he favoured taking the ODC trailer to the project site as his government wanted early completion of the project so that it could ask for Assam's share of power after the project was commissioned.

Mr. Gogoi, however, said his government did not want any confrontation and a decision would be taken only after consultation. He said that he was ready to discuss the matter.

Tension gripped Lakhimpur since morning as the number of protesters swelled, while the district administration deployed a strong posse of police and paramilitary personnel.

Deputy Commissioner Anwaruddin Choudhury appealed to the protesters to lift the blockade and offered to arrange a meeting with the Northern Assam Commissioner. However, the protesters refused to disperse till the ODC trailer went back.

To defuse the situation the DC announced that the trailer movement had been halted for the time being to facilitate discussion between the protesters and the Northern Assam Commissioner. The protesters led by KMSS secretary Akhil Gogoi and local leaders of three other organisations, however, announced that they would keep a strong vigil and foil any attempt by the administration to take the ODC trailer again to the project site.

Earlier, on Wednesday night police resorted to lathi charge and fired blanks at several places in Sonitpur district to disperse anti-dam protesters along NH 52 so that the ODC trailer escorted by security personnel could proceed to the project site.
