Union Budget has ignored children, say NGOs

Child rights groups have expressed disappointment over the Union Budget for ignoring the needs of millions of children.

A statement issued by Haq, a child rights group, said an initial run-through of the allocations showed a minimal increase for protection of “aam bachcha” and a drop in the allocation for the Integrated Child Protection Scheme (ICPS) that set the tone for all protection measures.

The overall increase in the percentage of the budget's share for children went up from 4.65 per cent in 2010-11 to 5.03 per cent in the coming fiscal.

Considering that all protection schemes were subsumed under this umbrella, it would leave children unprotected and dilute the commitments set by the 11th Plan, which spoke of hefty allocations for protection. But the allocation of Rs.240 crore for the financial year would leave children wanting.

Save the Children said that in a country where 100 million children are vulnerable to abuse, neglect and exploitation, child protection was ignored.

Drop in funds

The ICPS, the Union Women and Child Development Ministry's flagship scheme, was allocated Rs.300 crore in last year's budget, which in the revised estimates for 2010-11 came down to Rs.88 crore only. For 2011-12, the sum proposed for the scheme is Rs.270 crore. “This is not going to be adequate to address child protection issues, which is unfortunate,” said Thomas Chandy, CEO of Save the Children.

However, there is a welcome budgetary increase of 176 per cent for the National Child Labour Project, but there were millions of child workers who must be rehabilitated and enrolled in regular school. It was not enough to make allocations but it should be ensured that schemes were implemented.

The increase in the allocation for the Sarva Shiksha Abhiyan from Rs.15,000 crore to Rs.21,000 crore in 2011-12 seemed 40 per cent, but in reality it did not mean a real increase, as the revised estimates amounted to Rs.19,000 crore, he said.

There was no increase in the allocation for strengthening teacher training institutions.

The quality of teaching and the need to train teachers remained a huge problem.
