‘Use MGNREGS records to identify poor’

Union rural development and panchayati raj minister C P Joshi on Wednesday suggested that the re c o rd s maintained under the M a h at m a Gandhi National Rural Employment Guarantee Scheme could be used to identify the poor to prepare the BPL census 2011.

Emphasising the need for a one-dimensional reference for surveying the BPL families, Joshi said that identifying the ‘real’ poor was getting tougher in the absence of a perfect definition. “Multidimensional references lead to errors of inclusion and exclusion of the actual needy,” the minister noted.

The Union minister was speaking at the inauguration of a two-day symposium on BPL survey sponsored by the University Grants Commission and the Union ministry for rural development. Hundreds of subject experts, including economists, government officials, NGOs from across the country are attending the seminar.

Participating in first day of the symposium, noted economist and member, planning commission, Abhijit Sen, however, countered Joshi’s suggestion.

Stating that preparing a perfect method for identifying the poor was not possible. He said, “The very notion of poverty will continue to change. A single dimensional approach will be difficult to follow; we will have to depend on multi-dimensional approaches.”

Sen maintained that social schemes like MGNREGS that give certain rights to the poor can serve as “near perfect” methods to identify the BPL families. He also stressed the need for a dispute settlement mechanism to rectify errors in identifying the poor.

Chief guest, AICC general secretary Janardan Dwivedi, said the funds released by the Centre for social and welfare programmes, including poverty alleviation, in the past six years were far more than those sanctioned in the preceding years since Independence.
