Uttarakhand rural protest -Piyush Srivastava

Around 5,500 of the nearly 8,000 panchayat chiefs in BJP-ruled Uttarakhand have resigned to protest an alleged reduction in the budget for rural development.

The panchayat chiefs are also protesting the Trivendra Singh Rawat government's refusal to increase their monthly honorarium from Rs 750 to Rs 5,000.

The panchayat chiefs have been agitating for the past three days.

Girveer Parmar, the state president of the Uttarakhand Gram Pradhan Sangathan, said 5,500 of the 7,933 elected panchayat chiefs in the state had quit to protest against "the insensitivity of the BJP government towards village development".

"The panchayat heads submitted their resignation letters at the respective block offices. We will hold a meeting in a day or two to decide a date to start a state-wide strike," Parmar told reporters in Dehradun.

Roop Singh Thapa, the president of the Dehradun unit of the Uttarakhand Gram Pradhan Sangathan, said: "Of the 459 panchayat chiefs in the district, 260 have tendered their resignation. The remaining will put in their papers on July 6 if the government does not accept our demands by then."

He said the average annual budget of each gram panchayat had been decreased to Rs 2.50 crore in 2017-18 from Rs 4.53 crore in 2016-17. The Rawat government took office on March 18 this year.

"We also demand that our monthly honorarium be increased from Rs 750 to Rs 5,000 and that funds under the Mahatma Gandhi National Rural Employment Guarantee Act be released so that we can complete work," Thapa said.

"But the BJP government is ignoring our demands and has sent a clear message that it will focus on cities at the cost of villages," he added.
