Villagers use Indira scheme cash for guns to fight dacoits by Anand ST Das

In a shocking revelation about Bihar’s crumbling law and order situation, 116 villagers in Darbhanga are found to have purchased guns with the money they were given to build houses under the Indira Awas Yojna (IAY). The poor villagers felt they needed guns more than homes to confront continuous attacks by dacoits.

In two other incidents reflecting rising public anger against frequent robberies in Bihar, three robbers were lynched in the past two days. Villagers and passengers lynched one train robber while six others fled a train in Bhagalpur on Tuesday. Policemen who reached the spot to apprehend the robbers were instead seen relishing sugar cane in the nearby fields. On Wednesday, people thrashed to death two bank robbers at Dharmdaspur in Hajipur.

FIRs were registered against 116 people in Gaijodi village, under Kusheshwar police station in the northern district of Darbhanga, after officials of the district administration found that they had built no houses and, instead, had used the scheme money to buy guns and ammunition. The police is investigating the matter and conducting raids to recover the arms.

Like several villages in Bihar’s interior, Gaijodi is frequently attacked by dacoits and the police allegedly remain indifferent. A sense of unceasing fear forced the villagers to use their IAY money to buy guns. "They were fed up with police inaction and decided to tackle the dacoits by themselves," said a district administration official familiar with the village.

Darbhanga district magistrate Pran Mohan Thakur said: "We have learnt that arms were purchased by these villagers and the IAY money we gave them was used for this purpose. They have built no houses for themselves so far. The arms are yet to be recovered. This is a grave misuse of the government’s welfare schemes."

SP M.R. Nayak said investigations were on and arrests would be made soon. "We are trying to first recover the arms and ammunition," he added.

Villagers of Pirpainty in Bhagalpur and passengers of the Malda-Bhagalpur Intercity Express worked together to catch hold of seven robbers who had looted many passengers and were trying to flee on Tuesday. One robber was caught and beaten to death while the others managed to flee. The police are yet to make any arrests.
