The West Bengal government plans to bring in a bill on reservation in government jobs for those belonging to Other Backward Classes (OBC).

Announcing this after a Cabinet meeting, Chief Minister Mamata Banerjee said although the previous government essayed a similar initiative and tried to pass legislation, the effort fell through as the Governor declined to sign the bill.

“As per a Supreme Court instruction on this matter, it is necessary to carry out a survey to assess the people who would be entitled to benefits under the said category.” The government was working on this matter for the past 11 months and commenced a sample survey. “It's a big job,” she said adding this marked the fulfilment of a poll promise.

There were many factual errors in the 65 minority castes included in the OBC segment by the previous government. This made it libellous and was later challenged in courts. “Our government has done a better job and 33 more castes were being included now, to take the number of OBC castes to 98. This will now be legally correct. About eight more castes will be included subsequently,” she said.

Elaborating on her announcement on doles for imams, she said muezzins (those who give the call from a mosque to the faithful to join the prayers) would also be included in the list. “These people are very very poor, some are almost famished.” The government would give money for the development of waqf boards, which would give Rs. 1000 a month to these people.

Pointing out that West Bengal had the highest concentration of Muslims in the country, she said her initiatives to assist the community should not be misconstrued. “We respect the community and we will help the waqf boards to help the community.” Tamil Nadu and Karnatakahad extended similar benefits.

The Cabinet also decided to induct 1000 civil defence personnel to aid in disaster management, she said.
