More than 4 lakhs posts in the Central govt. lying vacant, shows latest available data

Since jobs have shrunk due to the deployment of information technology in sectors such as banking, quotas won't guarantee employment, said Union Minister Shri Nitin Gadkari recently, according to a PTI news dated 5th August, 2018. But the truth is somewhat different from what Mr. Gadkari told journalists about falling jobs against the backdrop of demand for reservation by the Marathas. Let us see why this is so.

The total number of sanctioned posts for Central government civilian regular employees (both gazetted and non-gazetted) had increased from 36.46 lakhs to 36.49 lakhs between 1st March, 2014 and 1st March, 2015 viz. by 0.11 percent. But it fell down from 36.49 lakhs to 36.34 lakhs between 1st March, 2015 and 1st March, 2016 viz. by -0.43 percent.

The total number of positions filled in the Central government for civilian regular jobs (both gazetted and non-gazetted) had gone up from 32.24 lakhs to 32.29 lakhs between 1st March, 2014 and 1st March, 2015 viz. by 0.15 percent. However, the same marginally declined from 32.29 lakhs to 32.21 lakhs between 1st March, 2015 and 1st March, 2016 viz. by -0.24 percent. Please consult table-1 for details.

As a result, the total number of vacant posts in the Central government for civilian regular jobs (both gazetted and non-gazetted) had shrunk from 4,21,658 to 4,20,547 between 1st March, 2014 and 1st March, 2015 viz. by -0.26 percent. However, the same fell from 4,20,547 to 4,12,752 between 1st March, 2015 and 1st March, 2016 viz. by -1.85 percent. Kindly check table-1.

The above information was shared on 2nd August, 2018 by the Minister of State in the Ministry of Personnel, Public Grievances and Pensions and Minister of State in the Prime Minister's Office Dr. Jitendra Singh while replying to the unstarred question number 1861 in the Rajya Sabha. The query was made by the Telugu Desam Party's MP Shri CM Ramesh.

The table-1 shows that although the number of vacant posts in the Central government for civilian employees had fallen between 2014 and 2016, there were over 4 lakh posts lying vacant as on 1st March, 2016.

One may notice from table-1 that vacant posts as a proportion of sanctioned posts had declined from 11.6 percent to 11.4 percent between 1st March, 2014 and 1st March, 2016.

As on 1st March, 2016, most number of vacant posts were available with the Department of Defence (Civilian) in the Ministry of Defence (1,87,054 vacant posts), followed by the Department of Revenue in the Ministry of Finance (78,653 vacant posts), Ministry of Home Affairs (72,365 vacant posts), Indian Audit and Accounts Department in the Comptroller and Auditor General of India (22,316 vacant posts) and Department of Science & Technology in the Ministry of Science and Technology (6,780 vacant posts).  

Vacancies in the agricultural ministry

To a separate query (unstarred question no. 4492), the Minister of State in the Ministry of Agriculture and Farmers' Welfare Shri Parshottam Rupala on 6th April, 2018 said that as a whole 2,379 posts were lying vacant with the Ministry of Agriculture & Farmers Welfare. Most number of vacancies in the agricultural ministry were available with the Directorate of Plant Protection, Quarantine & Storage (757 vacant posts), followed by Administration (304 vacant posts), National Seeds Corporation (258 vacant posts), Directorate of Marketing & Inspection (242 vacant posts) and Soil & Land Use Survey of India (157 vacant posts).   

Experts think that the shortage of administrative and technical manpower in the ministry could thwart the implementation of various schemes and programmes that are meant for the farm sector and the cultivators.
